Coalition of NGOs for Child Protection in Kosovo – KOMF, in partnership with the UNICEF Kosovo Programme and supported by the European Union in Kosovo, has published the study “Assessment of the effectiveness of measures for the protection of children who are victims or witnesses of violence.”
The aim of the conference was to present the key findings to representatives of relevant justice and child protection institutions, as well as to jointly discuss current practices and recommendations for improving, developing, and further implementing policies in line with international child rights standards.
The entry into force of the Juvenile Justice Code and the Law on Child Protection has strengthened the legal framework for the protection of children who are victims and witnesses of violence and related forms. Despite progress in the partial development of the juvenile justice system, the assessment has identified that the practical implementation of the Law on Child Protection and the Juvenile Justice Code, particularly in the area concerning the protection of child victims and witnesses, remains limited and does not fully align with the intentions of the legislators or international standards.
The assessment contains a series of recommendations aimed at helping justice institutions, and others as well, strengthen the implementation of the juvenile justice system and ensure that this system provides the intended protection for children through the effective enforcement of measures and mechanisms for their protection.
