MONITORING REPORT ON THE EXECUTION OF MEASURES AND SENTENCES FOR MINORS AT THE CORRECTIONAL CENTER IN LIPJAN

Monitoring report on the execution of measures and sentences for minors at the Correctional Center in Lipjan” introduces the findings of the six month monitoring period (January – June 2016) on the execution of educational / institutional measures; placements at the educational – correctional institutions and imprisonment for minors.

The report highlights the challenges in executing measures and convictions at the correctional for minors in Lipjan. Considering the circumstances in which educational measures at CCL are executed, this institution does not fulfill the preconditions to achieve the goal for which it has been built, respectively rehabilitation and reintegration of minors with measures and punishments, moreover it violates the fundamental rights of minors.

Since the new correctional center is on the verge of its functionalization, many contraints of the actual system can be improved. The issues identified from the monitoring, have been analyzed by the working group and have been accompanied with concrete recommendations in accordance to the best interest of minors, international standards and Kosovo context, which aim the improvement of execution of educational measures and punishments in order to fulfill the goal of their imposition.
