Coalition of NGOs for Child Protection in Kosovo – KOMF, established in 2011, is a Coalition composed of 34 local and international NGOs working in the child protection field, with the joint mission to advocate and protect the rights of children in Kosovo.

KOMF supported by UNICEF and in partnership with USAID, is implementing the project “Strengthening social service workforce to provide continued quality social services for most vulnerable children and their families in Kosovo”. The project has four main objectives as follows: 1. Strengthen capacities of child protection and non-child protection front-line workers, to implement the Law on Child Protection, enabling provision of quality and sustainable protection services for children; 2. Strengthen capacities of social service workforce to provide quality social services for children; 3. Strengthen capacities of Municipal Directorates of Health and Social Welfare and CSWs on planning, monitoring, budgeting, and contracting of social services; 4. Increase awareness of decision makers, social workforce and wide public, on the importance of social work and provision of quality social services.

The Legal Expert will have direct contribution to the project, due to the fact that he/she will finalize the Law on Social and Family Services, by fulfilling project objectives to improve social welfare in Kosovo.

Background

Kosovo is developing the process of the reform of social and family services. An important milestone in this process is the legislation reform which is aimed to guarantee quality social and family services for persons in need. In this regard, one of the most important legislative initiatives is by all means the drafting of the new Law on Social and Family Services.

During the last four years, KOMF has supported the process of drafting the Law on Social and Family Services. Ministry of Justice, has taken the portfolio of social services and social welfare and appointed a working group to work on the last updates and finalization of the draft Law. Therefore, KOMF is supporting MoJ and the working group to finalize the Draft Law on Social and Family Services, through the engagement of a legal expert.

Purpose of Activity/Assignment:

The purpose of this activity is to finalize the Draft Law on Social and Family Services. The legal expert will draft last amendments regarding the Law and support the working group to finalize the submission of the final draft.

End Date: April 2023

Number of working days: 6 working days

Requirements:

• Academic qualifications in the field of Law, preferably Human Rights;
• At least 5 years previous experience with legal framework on human rights, family law, social services, child rights protection;
• Strong knowledge of legal frameworks;
• Experience in drafting of the legislation, especially human rights laws, social services;
• Experience of carrying out consultative legal research (using a variety of approaches) and in producing out high quality analytical reports for contribution in drafting processes (examples of previous work may be required);
• Excellent researching, commenting and analytical skills;
• Fluency in written and verbal English and Albanian (Serbian would be an asset).

The proposal has to be received by latest on 29 Mars 2023, by midnight. Proposals must be submitted in English language. Proposals received after the deadline or in other languages, will be not considered.

The selected expert will read and sign the service contract, together with the below listed documents: KOMF internal personnel regulations, child protection policy, policy against sexual exploitation and abuse and KOMF job description. the mentioned document constitutes the integral parts of the employment agreement between the employer and the consultant.
